The Majlis building – home to both Majlis A’Dawla and Majlis A’Shura

Under the Basic Law of the State (Oman’s constitution) the Oman Council (Oman’s legislature) is made up of Majlis A’Dawla (the State Council) and Majlis A’Shura (the Shura Council).

The Council of Oman represents a practical embodiment of the concept of Shura which values the power of genuine dialogue and reflects Omanis’ belief in the power of consensus and collaboration. It represents a modernisation of long-standing Omani social and cultural values.

The Council of Oman is responsible for approving or amending draft laws, discussing development plans and the state’s general budget. It also has the right to propose draft laws.

Operating under the Oman Council Law, promulgated by Royal Decree No. 7/2021, both the State Council and the Shura Council have a legal personality, with financial and administrative independence. Both are based in Muscat.
