• 2004-2006 –  Minister Counsellor of the Embassy of the Russian Federation in the Republic of Iraq
• 2006-2008 –  Minister Counsellor of the Embassy of the Russian Federation in the People's Democratic Republic of Algeria
• 2008-2012 – Head of desk, Deputy Director of the Department of Middle East and North Africa, Ministry of Foreign Affairs of the Russian Federation
• 2012-2016 –  Ambassador of the Russian Federation to the Republic of Iraq
• 2017-2021 – Chief Advisor at the Department of Middle East and North Africa, Ministry of Foreign Affairs of the Russian Federation
• Holds Diplomatic Rank of Minister Extraordinary & Plenipotentiary of the 1st Class
• Speaks English and Arabic

According to the Presidential Decree № 637 dated of November 09, 2021, H.E. Mr. Ilya Mourgunov was appointed as the Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the Sultanate of Oman.
