From 1977 he studied in the United Kingdom, graduating from Oxford University with a Masters degree in Politics, Philosophy, and Economics.<\/p>\n<p>In 1989 he joined the Foreign Ministry, where he has since worked, from 1996 as Ambassador, from 2000 as Undersecretary, and from 2007 as Secretary General with the rank of Minister. He was appointed Foreign Minister on August 18th 2020.<\/p>\n<p>In November 2025, His Majesty Sultan Haitham bin Tarik presented Badr Albusaidi with the Royal Commendation Order (First Class) in honour of his dedicated efforts in performing his national duties.<\/p>\n<p>In one of his first tasks on joining the Ministry, Sayyid Badr established an Office for Political Analysis to provide systematic assessment and policy analysis of key international and regional issues.<\/p>\n<p>Sayyid Badr led the initial negotiation with the United States concerning labour law issues, which began in 1993 and subsequently led to Omani membership of the World Trade Organisation in 2000, and to a US Omani Free Trade Agreement in 2006.<\/p>\n<p>He has also chaired the Omani side in many bilateral and multilateral meetings regionally and internationally.<\/p>\n<p>Sayyid Badr has lectured in Oman and internationally on topics such as cultural dialogue, modernisation and development, and the writing of Omani history. He takes a keen personal interest in youth development, human rights and the advancement of women in public life, besides promoting cultural diplomacy, tolerance and mutual understanding.<\/p><\/p><\/div><div class=\"x-div e336-e6-v4 m9c-8 m9c-a\"><a class=\"x-anchor x-anchor-button has-graphic e336-e6-v5 m9c-c\" tabindex=\"0\" href=\"https:\/\/x.com\/badralbusaidi\" target=\"_blank\" rel=\"noopener noreferrer\"><div class=\"x-anchor-content\"><span class=\"x-graphic\" aria-hidden=\"true\"><i class=\"x-icon x-graphic-child x-graphic-icon x-graphic-primary\" aria-hidden=\"true\" data-x-icon-b=\"&#xe61b;\"><\/i><\/span><\/div><\/a><a class=\"x-anchor x-anchor-button has-graphic e336-e6-v6 m9c-c\" tabindex=\"0\" href=\"https:\/\/www.instagram.com\/badralbusaidi\/\" target=\"_blank\" rel=\"noopener noreferrer\"><div class=\"x-anchor-content\"><span class=\"x-graphic\" aria-hidden=\"true\"><i class=\"x-icon x-graphic-child x-graphic-icon x-graphic-primary\" aria-hidden=\"true\" data-x-icon-b=\"&#xf16d;\"><\/i><\/span><\/div><\/a><\/div><\/div><hr class=\"x-line e336-e7-v0 m9c-7\"\/><div class=\"x-div e336-e8-v0 m9c-8 m9c-9\"><div class=\"x-text x-text-headline e336-e8-v1-v0 m9c-b fm-comp fm-h2\"><div class=\"x-text-content\"><div class=\"x-text-content-text\"><h2 class=\"x-text-content-text-primary\">Sheikh Khalifa Alharthy<\/h2>\n<\/div><\/div><\/div><div class=\"x-text x-content e336-e8-v2-v0 m9c-4 m9c-5 fm-comp fm-text-intro\">Undersecretary for Political Affairs<\/div><div class=\"x-text x-content e336-e8-v3-v0 m9c-5 m9c-6 fm-comp fm-text-standard\"><div class=\"inline-image\"><img decoding=\"async\" src=\"https:\/\/staging.fm.gov.om\/wp-content\/uploads\/Sheikh-Khalifa-Alharthy.jpg\" \/><span class=\"inline-image-caption\">Sheikh Khalifa Alharthy, Undersecretary for Political Affairs<\/span><\/div>\n<p><p>His Excellency Sheikh Khalifa bin Ali bin Issa Alharthy joined the Foreign Ministry in December 1988.<\/p>\n<p>At the beginning of his career, he joined the office of the Undersecretary for Political Affairs. From 1990 to 1996 he served as a diplomat at the Omani Embassy in London before taking up several government posts in the Sultanate with the office of the Advisor to His Majesty the Sultan for Economic Affairs, and the Economic and Technical Cooperation Department of the Foreign Ministry.<\/p>\n<p>During the period 1998-2005, he served as the Sultanate\u2019s Ambassador to India and Non-Resident Ambassador to Sri Lanka, the Maldives, Nepal, Singapore, the Seychelles and Mauritius.<\/p>\n<p>He then served as the Sultanate\u2019s Ambassador to Germany from 2005 to 2009. At the same time, he served as non-resident Ambassador to the Swiss Confederation, Poland, Sweden, Norway, Denmark, Finland and Iceland.<\/p>\n<p>From 2009 to 2016 he served as Oman\u2019s Ambassador to Egypt and as its Permanent Representative to the Arab League. At the same time, he also served as non-resident Ambassador to Cyprus.<\/p>\n<p>From 2016 to 2019 he served as the Sultanate\u2019s Permanent Representative to the United Nations in New York. He graduated in 1992.<\/p>\n<p>He joined the Foreign Ministry in 1993 in the Minister's Office and was appointed Director of the Political Analysis Office in 1997, then Director of the Undersecretary\u2019s Office in 2000. He served as Deputy Head of Mission at Oman's Embassy in London during 2007.<\/p>\n<p>He was appointed Ambassador of the Sultanate of Oman to Japan from 2007 to 2018 as well as Non-resident Ambassador to Australia and New Zealand.<\/p>\n<p>In 2018, he was appointed Head of the Secretary-General's Office. In 2020 he was appointed Head of the Minister's Office. He took up his current post as Foreign Ministry Undersecretary for Administrative and Financial Affairs on June 15th, 2023.<\/p>\n<p>He received the Order of the Rising Sun \u2013 Gold and Silver Star \u2013 from His Majesty the Emperor of Japan in May 2019.<\/p>\n<p>In November 2025, His Majesty Sultan Haitham bin Tarik conferred the Royal Commendation Order (Second Class) on Sheikh Khalid Almuslahi in recognition of his dedicated service.<\/p>\n<p>In addition to his interest in political and economic affairs, Undersecretary Khalid is interested in issues of women's empowerment, the rights of people with disabilities and youth empowerment. He enjoys writing poetry, following scientific and technological developments and delving into software applications and computers.
